commander in Chief
One who holds supreme or highest command of armed forces. By Article II, No. 2, of the Constitution it is declared that the President shall be commander in chief of the army and navy of the United States. The term implies supreme control of military operations not only with respect to strategy and tactics, but also in reference to the political and international aspects of the war
